Senior Commissioning Officer, West Midlands, Temporary Contract, £24-28 per hour
HAYS are delighted to be working with a local government organisation based in the West Midlands to recruit for a Senior Commissioning Officer on an interim basis. This role has come about off the back of changes to regulations around support accommodation for young people. My client are looking to bring a candidate with commissioning experience into their organisation to lead a project to understand how they can best meet sufficiency duties for supported accommodation for users locally. If you have a background in, especially in supported accommodation or children’s or adult’s social care and are immediately available for your next assignment, then this role is for you.
This role is paying between £24-28 per hour, inside scope of IR35.
The key responsibilities of this role will include:
Responsibility for reviewing, planning and designing services to meet the needs of local young people, and will contribute to the development and delivery of key strategies.
Conduct options appraisals and prepare and present robust business cases
To ensure that those who use services are actively engaged in the design, monitoring and review of services.
Contributing to needs analysis by gathering intelligence about local needs, service requirements and gaps in provision.
To use knowledge of best practice and local needs to redesign, specify and commission services.
To work in partnership with corporate procurement for all aspects of the procurement process.
To develop collaborative relationships with providers and stakeholders, including children and young people, social workers and regional partners.
To work closely with the Quality Assurance and Contract Managers, to monitor service delivery, to develop services in line with regulatory requirements, service standards and performance requirements.
To have a good understanding of the costs and value of services provided, providing information and reports for commissioning managers as required for budget monitoring purposes
To build effective relationships and ensure effective communication between providers and commissioners to address issues of concern for service development.
In order to be successful in this role, you will have:
Experience of working in children’s care or education services environment or commissioning or procurement or in a relevant role within health.
Knowledge of the commissioning cycle and team approach to commissioning.
Experience of developing contractual and financial processes relating to the procurement of goods and/or services.
Experience of successfully engaging and negotiating with a range of stakeholders.
The ability to prioritise time and resources to work on multiple projects simultaneously and to meet deadlines.
Report writing skills, with the ability to present information to stakeholders at senior levels.
